The Factors Affecting Child Welfare Finance in Local Governments: Focused on the Child Welfare Expenditures in Local Unit Autonomous Administration

Abstract
The purpose of this study was to examine the current state of child welfare finance and to investigate factors affecting the child welfare expenditure in local unit autonomous administration. For this study, we collected the data on the local government budgets, local economic and child welfare demands from 225 local governments from the year of 2008 to
2010. The collected data were analyzed using descriptive statistics, Pearson correlational analysis, and multiple regression analysis. Main results of this study are as follows. First, although child welfare budget had increased continually from 2008 to 2010, it only accounts for about 3 percent of the social welfare budget of the studies local governments. Second, the sizes of the child welfare budget showed differences according to the types of local governments. Cities showed the highest and counties the lowest levels in the sizes of child welfare budget. Finally, the
number of children in out-of-home and the budget sizes of the previous year affected the child welfare budget positively, but financial autonomy rate of each local government influenced the child welfare budget negatively. Based on the results, policy implications were discussed.
